What is the “concept”?
A concept is more or less an idea, an abstract entity in the mind. For instance, if you think that (say) justice matters more than personal success, then justice and personal success are presumably things you have an idea of. That is, you have an idea in your head of something to which you attach the word justice (and similarly for the word success).
